Charges laid in city’s ninth murder of the year

OTTAWA – Ottawa police have charged a man with first-degree murder, in the city’s ninth homicide of the year.

Muitur Rehman, 20, originally faced a second-degree murder charge. Police later upgraded the charge.

Andre Boisclair, 37, was stabbed just before 2:30 a.m. Saturday in a rooming house at 494 Somerset St.. W. and he died en route to hospital. He was well known to police.

In 1997, Boisclair was involved in the murder of Earl Joe, who was killed in the backyard of his Uplands Drive home.

Boisclair was thought to be one of two hit-men hired to kill Joe, but claimed he drove the getaway car and plead guilty to manslaughter in 1998. He was sentenced to ten years behind bars.

Two other men involved in Joe’s murder, Peter Chenier and George Farley, were convicted for the murder and spent a decade in prison before being granted an appeal.

The two were acquitted and released in 2008 due to lack of evidence, due largely in part to Boisclair’s refusal to testify in the retrial. Boisclair said he has been threatened there would be consequences if he testified.

He spent another three years behind bars for contempt of court.

According to the Sun, sources say police know who they’re looking for, but aren’t releasing any names, descriptions or a motive.
