Alberta man facing sex assault, child porn charges after incident in Ottawa

Homeland Security Investigations (HSI) Ottawa and HSI Pittsburgh had informed the OPS that between April and May 2020, a person had communicated online with a child for the purpose of committing a sexual offence while in Ottawa.

A 53-year-old Alberta man if facing a handful of sexual assault and child pornography-related charges after an incident in Ottawa.

The Ottawa Police Service Internet Child Exploitation Unit (ICE) launched an investigation in March of 2021 after Homeland Security Investigations (HSI) Ottawa and HSI Pittsburgh had informed the OPS that between April and May 2020, a person had communicated online with a child for the purpose of committing a sexual offence while he was in Ottawa.

Investigators found the suspect had communicated with the child while he was in Ottawa.

A Canada-wide arrest warrant was issued for the man’s arrest.  

On November 5, the ICE Unit, assisted by the St-Albert RCMP detachment and the RCMP Northern Alberta Internet Child Exploitation unit, executed the warrant and arrested Cyril Borle, 53 years old, of St-Albert, Alberta. 

He is charged with:

  • Invitation to Sexual Touching Under 16 years of age
  • Telecommunication with a person under 18 years of age for specific criminal offences
  • Telecommunication with a person under 16 years of age for specific criminal offences
  • Unlawfully possess Child Pornography
  • Make available sexually explicit material to a person under 18 years of age for a specific criminal offence

He appeared in court on November 6.

It is believed there may be additional victims. The suspect's screen names included variations of the words:

  • Lord Primus
  • Lord Primus2u
  • Dominusprimus2u 

The investigation is ongoing to determine if further charges can be laid.
