Man convicted in Elgin Street murder awarded unescorted temporary passes

OTTAWA – The man who killed a British engineer in a drive-by shooting on Elgin Street more than two decades ago, is being allowed out of jail, unescorted.
Rubens Henderson, 39, is being allowed to take two unescorted temporary absences over the next six months, according to Postmedia. He will stay for three days at a time, in a halfway house in an unnamed city in Ontario.
Henderson was 16 on March 25, 1994, and under the influence of drugs and alcohol, when he fired a rifle from a car, shooting Nicholas Battersby, 27, in the back, killing him.
To date, Henderson has been on 40 escorted passes without incident.
