Indecent act in Sandy Hill

OTTAWA — A 26-year-old, living in Gatineau, is accused of offering a woman money to watch him masturbate on Chapel St. in Sandy Hill.
The Ottawa Police Service says the incident happened back on September 13.
David Gibbs faces criminal harrassment and indecent act charges.
Officials say the accused was driving a white van when he approached a woman who was walking on the sidewalk near Templeton St.
Police want to speak with witnesses, or anyone who has had a similar interaction in recent months.
