No criminal charges for nine OPS members in evidence manipulation probe

OTTAWA–A Provincial Police investigation has concluded no criminal charges will be laid against nine members of the Ottawa Police Service — including three senior members — over allegations of evidence manipulation related to the SIU probe of a 2014 tactical unit training incident

Police Chief Charles Bordeleau informed members of the OPS via an email, later released to the media.

Bordeleau had requested an independent probe in May 2017, on receipt of a letter from a defence lawyer about conduct of police members, related to the Special Investigations Unit examination of the 2014 incident where two officers and three paramedics were injured.

The Ottawa Citizen reported the lawyer was Michael Edelson, who was acting in his capacity as defence lawyer for Sgt. Marty Rukavina.

Rukavina was one of the officers charged out of the SIU investigation.

Those charges were later stayed for all three officers.

“The decision to request the O.P.P. to investigate was made in the interest of transparency,” Bordeleau wrote.

None of the nine members under investigation were suspended or reassigned.

The police chief wrote “I stand by that decision.”
