‘High-risk’ sexual offender living in Vanier, police warn

A high-risk sexual offender is living in the Vanier area, the Ottawa Police Service (OPS) said in a press release.

Karl Njolstad, 62, has a history of sexual assault and sexual interference, possessing, forcible confinement and making child pornography.

He poses a risk to the community, particularly children, the OPS press release reads. Police are concerned that he may commit similar offences in the future.

Njolstad is subject to multiple conditions:

  • Not to consume, purchase or possess alcohol or drugs (other than prescribed medication or over-the-counter drugs)
  • Immediately report all relationships and friendships with females and changes in relationships/friendships with the Parole Supervisor
  • Not to own, use or possess any technological device that would allow access to the internet
  • Not to purchase, acquire, possess or access pornography or sexually explicit material in any form or type of media
  • Not to attend a school ground, public park, playground, daycare, community centre or public swimming pool where people under the age of 16 years could be
  • Not to be a volunteer or seek employment in a capacity that involves being in a position of trust or authority towards a person under the age of 16 years
  • Not to communicate or be in contact with any person who is under the age of 16 unless under the supervision of a court-approved person
  • Not to use the internet to contact any person under the age of 16 years or for accessing child pornography

Police are asking anyone aware of potential breaches of Njolstad’s conditions not to approach him but to contact the Ottawa Police Service High-Risk Offender Management Unit at 613-236-1222 ext. 4395 or 9-1-1 in case of an emergency.
