The Ottawa Police Service has made an arrest following an incident in which it says a woman with the developmental capacity of an 8-year-old was sexually assaulted, twice.

Officers say the woman, who is in her 20s, was approached at a Billings Bridge bus stop on Monday, May 6, around 5:20 p.m., by a man who presented himself as a past acquaintence.

After a brief conversation, police explain that the pair walked to a nearby store, where the man sexually assaulted the woman in the washroom. He allegedly took her cell phone from her when she tried to call for help and sexually assaulted her a second time before she was able to call for assistance.

Joshua Raymond, 22, of Ottawa, has been charged with:

  • Sexual Assault (2 counts)
  • Mischief

He is scheduled to appear in show cause court, Wednesday.
