Ottawa man diagnosed as a psychopath granted loosened parole

OTTAWA – Parole Board of Canada has granted loosened parole conditions for an Ottawa man diagnosed as a psychopath, despite a history of violent crimes.
The special condition allows Richard Condo, 49, to associate with a relative who also has a criminal history, according to the Citizen.
The board said that while Condo hasn’t been doing well on parole, they don’t believe loosening his conditions would increase his risk of re-offending.
Condo was declared a long-term offender after some 80 convictions, including kidnapping and brutally beating his ex-wife in 1999. He also bit off the ear of an Ottawa police officer.
Doctors diagnosed Condo as a psychopath with a score almost identical to that of Clifford Olson.
