Convicted murderer, rapist released from jail

A man who raped and killed a Smiths Falls teenager is now out on full parole but is not allowed to enter Lanark County.
James Giff sexually assaulted and stabbed Heather Fraser, 16, leaving her to die in a snowbank, in 1985.
Giff was 17 at the time of the murder.
The Parole Board of Canada has deemed Giff is not a threat to reoffend, but he is not allowed to be in Lanark County, except with prior written approval from his parole supervisor, according to the website Cancrime.
Giff is also banned from contacting Fraser’s family, or using social media.
