Public elementary students in Ottawa not getting report cards

As a result of labour action, the Ottawa-Carleton District School Board (OCDSB) says term one elementary report cards will not be issued to students in Kindergarten through Grade 8. 

The Elementary Teachers’ Federation of Ontario (ETFO) has directed that elementary teachers will not:

  • Complete Term 1 Report Cards — teachers will provide the school administrator with a class list of marks for the various subjects/strands taught, or one brief comment per frame for the Kindergarten Communication of Learning
  • Undertake the role of report card administrator
  • File the Progress Report, the Term 1 Report Card or the Kindergarten Communication of Learning

The public school board says, without these steps and with other labour sanctions in place it will not be possible to provide students and families with term one report cards.

Term one report cards were scheduled to be distributed on February 13, 2020.  

The board explains, the production of report cards is a multi-step process which requires full collaboration of teachers and administrators, including the submission and electronic entry of marks and comments by teachers; a review of the marks and comments by principals; the printing and distribution of report cards by a combination of teaching and administrative staff. 

While report cards are not being distributed, teachers will continue with ongoing assessment and evaluation practice, and will continue to provide feedback to students in the classroom and to reach out to parents as required. 

The OCDSB says, for students with Individual Education Plans (IEPs), these will continue to be updated as per previous practice. Anyone with questions regarding their child’s progress or about their IEP is asked to contact their school.

Students in grades 9-12 will continue to receive report cards as scheduled. The report cards will include marks but no comments, as the provision of comments is struck work by the Ontario Secondary School Teachers Federation (OSSTF).
