Ottawa City Council votes to send high-rise proposal near Experimental Farm back to planning committee

Councillors voted to send a controversial proposal for two high-rise buildings across from the Experimental Farm back to the City of Ottawa’s planning committee because the Agriculture and Agri-food Canada (AAFC) was not provided enough notice about the meeting when the plan was approved.

The City’s planning and housing committee approved the proposal, located at 1081 Carling Avenue, on Wednesday, Aug. 16.

The development near Carling Avenue and Parkdale Avenue would see an existing building and parking lots turn into two towers, one that is 16 storeys tall and the other 27 storeys tall.

It would also feature more than 350 residential apartments.

The proposal has faced opposition, including the issue of shadowing from AAFC and its impacts on research done at the Experimental Farm.

Representatives from the federal department were not present at the Aug. 16 meeting.

A memo to Ottawa city councillors sent on Tuesday, Aug. 22 from Don Herweyer, the City’s Interim general manager of planning, real estate and economic development said a notice of public meeting was not given to all parties.

The proposal was set to be discussed during Ottawa City Council’s meeting on Wednesday, Aug. 23 but will now go back to the next planning and housing committee meeting on Sept. 20.
