First-degree murder charges laid in Carleton Place suspicious death investigation

Two people are facing charges in connection with a suspicious death investigation in Carleton Place.

A body was discovered in the Mississippi River near Pakenham on November 12, later identified as Rose Kerwin, 50. Kerwin had been reported missing to the Ontario Provincial Police (OPP) on November 13.

As a result of the investigation two individuals were arrested and charged on Tuesday, Dec. 19.

Marcel Lapensee, 56, of Carleton Place and Samantha Osborne, 23, from Iroquois, each face a charge of first-degree murder.

The investigation is ongoing and anyone with information is asked to contact Lanark County OPP at 1-888-310-1122 or Crime Stoppers at 1-800-222-TIPS (8477).

Also, in a separate investigation, both accused are facing the following charges in relation to a sexual assault of another victim, which was reported to Lanark County OPP on November 15:

  • Forcible confinement
  • Sexual assault
  • Uttering threats – cause bodily harm

The accused have been taken into custody to be held for bail.
