$50,000 reward offered in historical Kingston murder

For more than three decades, police in Kingston, Ont., have been trying to figure out the murder of a 56-year-old man who was found fatally shot on a rural road.

Ontario Provincial Police (OPP) are now adding the historical case to a $50,000 reward program as officers continue to investigate the strange movements of William “Billy” Neil before his death.

It happened Feb. 14, 1992, north of Kingston around 3:30 p.m. An OPP officer responded to a report of a single-vehicle collision on Cutler Road, where they found the body of Neil. He had been shot, and a firearm was found nearby.

At the time, he was the owner and operator of Neil Motors in Westbrook. Testimonies from friends and family explained that he was well-liked.

“On that fateful day in 1992, Billy was at his workshop when he received a phone call from an unknown person,” police said in a newly released video on the case. “He became visibly agitated and left work in a hurry.”



Over the next several hours, OPP were able to trace some of his movements before there are gaps in their information. One of those stops he made was at the Keg and Kettle in Odessa, then he travelled to a post office and convenience store in Westbrook before heading to Cutler Road, where he was killed.

Investigators have determined he was shot outside of the vehicle by a 9-millimetre handgun.

“Despite extensive investigative efforts over the past three decades, the case remains unsolved,” police said.

That’s why they are now offering the $50,000 reward to spur further information on the case.
