Canada-wide warrant out for man known to frequent Ottawa

The Repeat Offender Parole Enforcement (R.O.P.E.) Squad issued a Canada-wide warrant for a man who breached conditions of his statutory release.

Matthew Mutter is described as a Caucasian male, 31 years old, 6’1”, 170 pounds. He has brown hair and blue eyes and has several identifiable tattoos including:

  • Chest – R.I.P. with names and date of birth
  • Right arm – “tough times don’t last, tough people do”
  • Right hand – sad clown face
  • Right wrist – “RTOWN”
  • Right hand – “613”
  • Left arm – “F.T.P.”
  • Left hand – “happy clown face”

He is known to frequent Ottawa, Pembroke, Brockville, North Grenville Township and South Frontenac Township in Ontario.

Mutter is serving a three-year, six-month sentence for:

  • Robbery
  • Assault cause bodily harm
  • Break enter & commit
  • Forcible Confinement
  • Fail to comply with probation order
  • Possess weapon for dangerous purpose
  • Fail to attend court at large
  • Public mischief – make false statement
