Disabled man seeks financial compensation from city.

An Ottawa man has launched a lawsuit against the City of Ottawa, Nepean Sailing Club and National Capital Commission.
Wayne Harper was left an incomplete quadrapeligic in April, after his bike tire fell into an opening in a drainage grate. It tossed him over the handlebars and face first into the pavement.
When paramedics arrived, they found 64-year-old Harper unconscious and in critical condition.
The once active man, now needs a cane to walk, even short distances.
Harper is seeking $50-million in damages plus half-a-million dollars for his wife.
None of the claims have been proved in court.
