Ottawa Permanent Roofing owner and employee facing 49 Fraud-related offences

Two people, ages 27 and 61, have been arrested after Ottawa police received numerous complaints about a local roofing service that took money from residents, but never fulfilled its contracts. 

The Ottawa Police Service Organized Fraud Unit began its investigation back in January.

It charged the owner of Ottawa Permanent Roofing Hanan El Badry, 27, and employee Hugh Arnold, 61, of Kelowna, BC, individually, with 45 counts of fraud over $5,000, and four counts of fraud under $5,000.

El Badry was arrested in Ottawa on Friday, while Arnold was arrested on a Canada Wide Warrant in Kelowna on October 29 by the RCMP.

El Badry is scheduled to appear in court on December 11, while Arnold remains in police custody in Ottawa.

The Ottawa Police Service received over 49 complaints about the roofing company up until last August, and investigators are concerned there could be more victims.

Investigators say Arnold presented himself to customers as 'Anthony El Badry.'
