No charges in Ottawa arrest that left suspect with broken ankle

OTTAWA — The Director of the Special Investigations Unit has determined there are no reasonable grounds to believe a criminal offence was committed when a 28-year-old man suffered a broken ankle during an arrest last July in Overbrook.
The SIU investigation found that a fight started between two roommates at a residence at Lilas Private, during the morning of July 14, 2015.
A 28-year-old man suffered several cuts to his face, and left the residence. A short time later, three gunshots were heard.
Ottawa police found the man inside a washroom, and he was handcuffed and searched. During the search, the man became belligerent and tried to head-butt an officer.
The man was instructed to get on the ground, and when he refused, an officer swept out his legs.
Once on the ground, the man continued to struggle. The officer noticed the man’s right leg was not controlled, and asked a paramedic to control the man’s feet.
After the man was subdued, he complained of leg pain. He was taken to Ottawa General Hospital and treated for a broken right ankle.
The subject officer participated in an SIU interview but did not provide a copy of his duty notes, as is his legal right. The 28-year-old complainant refused to be interviewed. Eight civilians and 12 witness officers were interviewed.
Two men are facing charges in connection to the Lilas Private shooting.
Kurlan Lawrence, 29 of Ottawa, faces charges including attempted murder, discharging a firearm with the intent to endanger life, careless use of a firearm, possession of a dangerous weapon and carrying a concealed weapon.
Moussa Osman, 28, faces numerous charges including, endangering lives or public safety, pointing a firearm, possession of a dangerous weapon, carrying a concealed weapon and aggravated assault.
