Ottawa man charged with child luring

The Ottawa Police Service’s Internet Child Exploitation Unit (ICE) arrested a suspect believed to be involved in luring children through a mobile app.

In early December, a member of the public contacted the Ottawa police to report a man using the handle “kjoly4” on a mobile application attempting to lure someone under the age of 18.

Police say several communications were exchanged where the man engaged in conversations asking the child send images.

Kevin Joly, 31, was taken into custody Wednesday, and charged with luring a child under 18.

He is scheduled to appear in court on Thursday February 28, 2019.

This is an ongoing investigation and ICE investigators are concerned there may be additional victims. Further charges are expected to be laid.
