Dozen charges, 11 more to be identified in large unlicensed business probe

For five months, Ottawa police were looking into an unlicensed after-hours establishment operating in the downtown core after multiple complaints from the community.

Over a dozen charges were laid against 10 people and two corporations in relation to an illegal business operating in the 100 block of Rideau Street. In September, officers launched the case after people in the community complained about a not licensed premises believed to be functioning as an after-hours bar.

Through the case, police conducted witness interviews, extensive video analysis and reviewed documents. More follow-ups were launched with the business operators, and 21 people were deemed connected to the establishment. Police executed multiple search warrants, resulting in the seizure of electronic evidence like CCTV camera equipment, with nearly 100 hours of video to review as part of the case.

Ottawa fire, bylaw and the Alcohol and Gaming Commission of Ontario were involved.

In the end, investigators deemed the business was unlawfully serving alcohol, operating a shisha consumption lounge, employing unlicensed security personnel and failing to comply with fire codes.

Eleven people are yet to be identified, but 10 people are facing charges along with two corporations. In total, 85 provincial notices were issued, and four Criminal Code charges laid.

“The OPS recognizes the concerns raised by licensed business owners regarding illegal after-hours establishments operating outside regulatory requirements,” police said in the release. “The OPS will continue working with regulatory and enforcement partners to ensure compliance and community safety, in alignment with its strategic vision of being a trusted partner in the community.”
