NCC’s plan to get Ottawans outdoors safely this summer

The National Capital Commission is launching a plan to get Ottawa residents outside to enjoy the summer season — free from the risks of COVID-19 infection.

“I think the NCC can play a really helpful role in facilitating safe outdoor access during a time where public health officials are saying that it's safer to be outside than inside,” says Marc Seaman, NCC Chairperson. “I'm very excited about the offerings we have this year — we've received huge positive feedback from residents.”

Among the changes that will be coming in the summer of 2021, is the opening up of Lebreton Flats as a green space for residents, adjusting opening hours for its parks and changing Sunday Bikedays to Weekend Bikedays.

As of May 1, the Ontario parkways will be open exclusively for active use on Saturdays and Sunday from 8 a.m. to 4 p.m.

At the same time, Seaman says they also have plans for their special events, like the Canadian Tulip Festival, returning online from May 14 to 24. 

“When it comes to the Tulip Festival, we're going to monitor that — we're not creating an environment for gatherings, but we're optimistic,” Seaman says. “People last year were very respectful and were encouraging the festival online, and if they’re going to walk through the tulip bay, then they'll do so in a way that respects public health guidelines.”

Still, the pandemic will be taking precedence over what the NCC will be able to do.

In terms of enforcing COVID-19 rules, he says the NCC hasn't finished finalizing the details and how Ottawa Bylaw Officers will be on site to uphold restrictions.

However, the chairperson says he's hoping to set up a similar agreement, like what was seen on the Rideau Canal this winter, where bylaw officers were there to educate people on COVID rules.
