Ottawa narrows list of potential builders for new central library down to three

The City of Ottawa has its potential list of builders for the Ottawa Public Library-Library and Archives Canada Joint Facility down to just three.

It's expected to issue a request for tenders for an early works package from EllisDon, PCL and Pomerleau on Friday. 

The three selected contractors will be invited to present proposals for early works, which will include shoring, excavation and site remediation — work that is supposed to start this fall.
 
The city will be releasing the tender for the main project construction to the three pre-qualified general contractors in early 2021, with construction to begin next summer.
 
The city says its request for qualifications evaluation process was overseen by a fairness commissioner. It explains in a memo, Thursday, that submissions by the selected contractors all met minimum requirements and “all three have proven track records of completing projects of similar size, scope and complexity.” 

The city says each company has demonstrated that they have the capacity, qualifications and experience to manage and oversee construction of the facility.
