Cybertip from Ottawa launches an international child exploitation investigation

The Internet Child Exploitation Unit (ICE) of the Ottawa Police Service (OPS) conducted an international investigation into online child exploitation in the Philippines, resulting in several victims being brought to safety.
The investigation helped a total of eight victims, five of which were children. There was also one arrest for online child exploitation offences, digital evidence was seized and child sexual abuse and exploitation material was identified. Victims remain in the care of child protection and social service agencies.
In July 2025, the investigation commenced after the OPS received information from the National Child Exploitation Crime Centre (NCECC) regarding a Cybertip.ca report submitted by an Ottawa resident. The OPS found evidence that helped to link the online activity and helped support an international referral through the RCMP’s Transnational Child Sex Offender Unit.
Working in partnership with the NCECC, the RCMP and law enforcement partners in the Philippines, investigators were able to advance the case, leading to an enforcement operation by the Philippine National Bureau of Investigation – Human Trafficking Division. This led to the arrests and protection of victims identified through the investigation.
In a release, the Ottawa Police Service says it thanks its partners in Canada and the Philippines for their expertise, dedication and coordinated efforts, which helped protect vulnerable children from further harm and bring this investigation forward.
The OPS encourages anyone who encounters suspected online child sexual exploitation to report it immediately through Cybertip.ca or by contacting their local police service.
